I am a big user of data.com and regularly upload bulk contacts. This month I have submitted several hundred files and after looking back at my results 100 files were rejected of about 600. Typically I dont see this type of file rejection and I have created the csv file to your exact specificatins and put them in individual files of no more than 450 contacts each to increase the likelihood of acceptance.
It took quite a long time to upload this many files and I would really like to find out what is wrong with them so i can correct and resubmit. With 450 contacts to a file I see anywhere from 250-500 points per file which is about 25000 to 50000 points I am not receiving.

@mallywiseman there are several reasons you may not get credit for contacts submitted in a bulk upload. As a regular bulk uploader, apologies if you already know the below. Too many of the below will result in outright rejection or a manual review by the Data Stewards. Also, you should reach out to support so they can look into your 'issue' as ask the experts is a user to user form not monitored by the Support Team. https://www.data.com/connect/support/
If you search for those contacts individually, you tried to add unsuccessfully you will likely see that they were added to the database at an earlier date by another user. Likewise, if you do not find them in a search you can try adding them manually and if they opted out, you will not be able to do so. I have found that if I have a 'good' list 20-30% of the contacts get accepted. The larger the list, the more likely it is going to be rejected for a combination of the above. More often than not, when I have a list rejected, I break it down into smaller lists. Often that does the trick.
