I am trying to add a contact that has the same name as a previous employee in a completely different state. The address, email, phone and title are completely different and I know for a fact that they are different people. How do I get the new person added?

It is possible to have two email addresses associated with one person. This can happen when someone takes an existing contact record and changes the email address to something different, instead of entering a new contact record.
If this is the case, then you'll need to submit a support ticket in order to "fix" the contact record.
